The Douglas County Jail is located near the Douglas County Courthouse and offices. The jail needed a grinder station to serve its 283 beds. The jail averages 6,552 bookings per year but also provides rehabilitative opportunities such as Residential Substance Abuse Treatment, and job and life skills education.
The corrections center was having issues with a clogged manhole. Romtec Utilities provided a cost-effective turnkey solution where we installed the pumping system along with the design and supply.
As part of the turnkey installation, Romtec Utilities excavated to find the active gravity sewer line, saw cut the pavement for electrical conduit, and next, applied a level subbase of crushed rock under the well. We installed a bypass plug, bypassed the line, and cut out the gravity line to install the grinder manhole. Then, Romtec installed the muffin monster on the grinder manhole. The JWC Environmental muffin monster will grind up all foreign materials in the sewer line and prevent clogging.
This is a turnkey grinder station similar to the PDX grinder station. This grinder takes wastewater from the Douglas County Jail and then discharges it to a manhole (owned by Roseburg Urban Sanitary Authority) that gravity feeds under Deer Creek.
Romtec Utilities worked with IE Engineering to put together the site civil plans, then IE got the bid package out to some local contractors for budgetary install pricing, but Romtec provided the best Turnkey installation quote and was awarded the project. Romtec Utilities directly contracted with Douglas County on this turnkey grinder station project.

This grinder station for the Douglas County Corrections features a 5’ diameter concrete manhole, H-20 full traffic ductile iron hatch, a JWC grinder with control panel, and rail assembly with bypass screen. The jail wastewater pumping environment needed to be able to grind and the JWC Environmental muffin monster was Romtec Utilities’ first choice for its slow speeds and high torque design that shreds tough solids which typically cause sewer problems.
