Romtec Utilities helped a major distribution center in Perris, California, manage water from a large paved site with a commercial stormwater pump station. The Home Depot distribution center needed a detention pond and pumping system to manage stormwater across the commercial development. The site includes truck parking, loading areas, employee parking, and other hard surfaces. Because rainwater does not soak into the pavement, runoff had to move through a controlled drainage system.

Romtec Utilities reviewed the original plans, identified design improvements, and provided a value-engineered system. The revised design met the required pumping rate, reduced cost, and supported the contractor’s winning bid. It gave the contractor a coordinated prefabricated pump system package for equipment, documents, start-up, and field support.

Why Perris Commercial Sites Need Stormwater Control

Perris sits in Riverside County in Southern California’s Inland Empire. The city is east-southeast of Los Angeles and north of San Diego. As the area continues to grow, large commercial sites need drainage systems that can control runoff from large paved areas.

Large parking lots create heavy stormwater runoff because pavement blocks rain from soaking into the ground. During heavy storms, water can collect quickly. It can cause flooding, standing water, and unsafe driving or walking areas. A stormwater system helps solve this problem. It collects runoff in a basin or wet well. Then, pumps move the water to a drainage system, detention pond, or discharge point at a controlled rate.

A Value-Engineered Pumping System

Shawnee Construction contacted Romtec Utilities because the project specification listed Romtec Utilities as an approved supplier. After reviewing the plans, the Romtec Utilities team found ways to improve the design value. These changes lowered overall cost while keeping the required function. The review focused on hydraulic performance, equipment access, and simple field installation.

Next, Romtec Utilities worked with Albert A. Webb Associates, the civil engineer, to explain the revised design. The engineer reviewed the changes and approved the system as an equivalent solution to the original plan. This approval helped Shawnee Construction move forward with a more competitive bid and a clear system layout.

The final design used duplex 7.5 HP Ebara pumps, an 8-foot diameter precast concrete wet well, and 8-inch discharge piping. The system pumps 900 GPM at 16 feet TDH. The design included valve cans for parallel force mains. This layout supports easier piping and valve access. The submersible system used precast concrete barrels and a monolithic base. Together, these parts created a strong, cost-effective sump with the storage space and structure needed for long-term use.

Romtec Utilities designed, prefabricated, and supplied the system. The team also provided installation guidance, on-site start-up technicians, owner training, and system documentation. This complete approach helped the contractor move from design review to field installation with fewer coordination gaps.
