New Treatment Center Pump Station
The City of Victorville, California needed a wellness center lift station to serve a new campus in San Bernardino County. This facility is the first of its kind in the area because it is non-congregate which means individuals and families will have private spaces and sheltering while they work through homelessness and stabilize their lives. The Victorville Wellness Center Campus is a low barrier, navigational center, with a recuperative care facility, a medical clinic, housing and wraparound support services. People at the facility will experience many amenities including a cafeteria, lounge, office space, interview rooms, and dog kennels. With so many people living at the facility, and the resources that are provided by the Victorville Wellness Center to help these individuals and families transition out of the campus and into independent lives, this institution requires a robust and long-lasting pumping system. This is a tough pumping environment, and the system will be owned by the City of Victorville and thus, it must meet their standards.
Victorville Rehabilitation Facility
Victorville, California is a city 81 miles northeast of Los Angeles along Interstate 15 just north of Mt. San Antonio.
The City is within San Bernadino County with a population of 134,810 as of the 2020 census. It is within Victor Valley which is a valley in the Mojave Desert. As the principal city of Victor Valley urban area, it helped make up the 355,816 in population as of the 2020 census along with Hesperia and Apple Valley.
Wellness Center Campus in Victorville, California
The City of Victorville has the second-highest concentration of homeless persons in all of San Bernardino County, so this wellness center is crucial to the community’s health.
The Wellness Center Campus is located on approximately 4.5 acres of City-owned land and it provides 170 beds to accommodate men, women & families. Bed arrangements can fluctuate based on the needs of the community. There are multiple restrooms, showers, a cafeteria, a recreation area, office spaces, and private interview rooms.
Rehab Center Lift Station Project
Angeles Contractor, a fast growing and respected general contractor based out of City of Industry, CA, first sought a wastewater lift station for the new wellness center after the City of Victorville recommended contacting Romtec Utilities after a proposed design by another subcontractor was rejected.
After some delays in the project the City of Victorville decided that Angeles Contractor would contract directly with Romtec Utilities for the complete design and supply of the wastewater lift station to keep the project moving forward. It was later determined that there would be two phases to the project, the lift station being part of Phase 2.
To keep the project moving forward and meet the goal of the wellness center lift station installation prior to the end of 2022, the city decided to contract directly with Romtec Utilities for our complete scope of the design, manufacturing, and delivery of the complete wellness facility lift station. Romtec Utilities handled all engineering, prefabrication, supply and delivery of all structural, mechanical, electrical and communication aspects of the rehabilitation center lift station. The city provided sole source justification to the City Council, which was fully approved during the Council meeting.
KWC Engineers was the civil engineer involved on this project with the City of Victorville. KWC is a civil engineering and surveying firm based in Corona, California.

Rehabilitation Facility Pump Station Design
The wellness center wastewater lift station has Vaughan submersible five horsepower chopper pumps in a duplex configuration, a pressure transducer for primary level sensing, two floats for backup level sensing, stainless steel guide rails, a 577-valve vault, a 6’ wet well, and a control panel.
The safety and security of residents and businesses is the city’s primary goal of this project. This Wellness Center campus proves beneficial in providing life-changing resources necessary to reduce homelessness and positively transition people back into society.
