Romtec Utilities designed and supplied an apartment wastewater lift station for Haven Apartments in Port Orchard, Washington, to support reliable sewer service for a new multifamily community. The complete pump system was engineered for current flows and future demand. As a result, the system helps the apartment complex manage wastewater as occupancy and sewer flows increase over time.
The Need for Wastewater Infrastructure in Growing Communities
Haven Apartments is located in Port Orchard, Washington, on the Kitsap Peninsula. The city sits along Sinclair Inlet, across the water from Bremerton, and connects to the greater Puget Sound region near Seattle. Because Port Orchard connects to Seattle-area ferry routes and growing Kitsap County communities, dependable wastewater infrastructure is essential for new residential development.
Haven Apartments includes garden-style apartment homes, shared green spaces, a clubhouse, coworking space, fitness center, pool, playground, dog park, and other community amenities. As a result, the project needed a sewer pump station that could support daily residential wastewater demands.
Details About the Apartment Wastewater Pump System
The new apartment community required a residential wastewater pump station to move sewage from the development into the existing sewer infrastructure. The team planned the system for both initial and future flows.
The system began with a two-pump configuration. However, Romtec Utilities designed the station so a third pump could be added as flow increased. In addition, the initial installation included mechanical components for all three pumps to simplify future upgrades.
The apartment wastewater lift station can pump up to 88 gallons per minute in its initial two-pump configuration. Romtec Utilities designed the system for 172.9 feet of total dynamic head. This was necessary because the station connects to a shared force main with higher pressure conditions.
Romtec Utilities supplied the wet well, valve vault, meter vault, disconnect panel, diesel pump, control panel, automatic transfer switch, control shelter, and diesel generator. Together, these components created a complete package pumping system for the apartment development.
Designing for Variable Flow Conditions and a Shared Force Main
The main design challenge involved variable flow conditions and a shared force main. The force main served another lift station and nearby grinder systems. Therefore, Romtec Utilities needed accurate pressure data before final pump sizing.
Apartment sewer pump stations must protect residents, property, and public sewer infrastructure. For that reason, Romtec Utilities designed this system around real site conditions, flow projections, redundancy needs, and local agency standards.
Power outages can stop pumps and create sewer backup risks. Therefore, this apartment sewer pump station needed standby power and backup pumping equipment to support reliable service.
Romtec Utilities’ Solution
To solve this challenge, the project team added a pressure logger at the force main connection point. Then, Romtec Utilities used the high and low pressure readings to size the pumps and develop a triplex lift station design.
The automatic transfer switch moves the system from utility power to generator power when an outage occurs. As a result, the lift station can continue pumping wastewater during extended power interruptions.
Future flow planning was central to this project. Instead of supplying a one-size-fits-all system, Romtec Utilities designed a lift station that can adapt as wastewater demand grows. This phased approach helps control initial costs while preparing the owner for future capacity needs.

Tarragon developed Haven Apartments in Port Orchard. The Seattle-based real estate development firm has completed multifamily communities throughout the Northwest.
The City of Port Orchard owns the completed system. This project continued Romtec Utilities’ relationship with the city, following previous work on projects such as Eldon Trails and the McCormick Lift Station Replacement.
ESM Consulting Engineers served as the civil engineer. The firm supported the site design and helped coordinate the wastewater infrastructure requirements for the development.
JWJ Group helped drive the project through entitlement for the developer. The company referred Tarragon to Romtec Utilities after previous project experience with the Blueberry Ridge and Geiger Regional development.
