Stormwater Runoff Pumping System Project Description
West Colton is a neighborhood in Colton, California. Colton is in San Bernardino County and is known as “Hub City” as a suburb of San Bernardino. The population was 53,909 in the 2020 census.
The Santa Ana River flows through the area. This city is home to one of the busiest at grade railroad crossings in the United States.
Some of the area’s attractions include Helm & Sons Amusements, Fiesta Village Family Fun Park, San Bernardino History and Railroad Museum, Fleming Park, Veterans Park, and Elizabeth Davis Park.
This project was brought to us by David Evans and Associates, Inc. (DEA) Santa Clarita for another Union Pacific Railroad (UPRR) project.
It was located at the UPRR West Colton facility in California. This was a fast-paced project in which Romtec Utilities worked with DEA on designing the system for their bid package. The system was originally intended to be a temporary system to be in service for two years due to budget constraints.
However, after the time of the bid, our scope and preliminary design were reviewed by UPRR, and all other engineers and they provided significant comments indicating that this was likely to be a permanent system and thus revisions were needed.
The purpose of the system is to capture stormwater runoff that could contain diesel from the wash-down/maintenance area and pump to a storage tank that can then either be hauled away or emptied into the stormwater gravity infrastructure. Romtec Utilities included the pump station and double-wall storage tank.
The wet well was originally designed to fill from a catch basin in the loading lot for semi-trucks. The customer wanted to redesign it so that the wet well-acted as a catch basin. Engineering approved the change and relocation. Holes were drilled into the hatch to act as a catch basin.
The project drivers were David Evans and Associates, (DEA) Inc. – Santa Clarita office. DEA has worked with us on multiple projects (including the previous UPRR Alton & Southern project). DEA provides multidisciplinary engineering and planning for transportation, land development, energy, and marine projects.
The installing contractor was Irvine Pipeline Co, Inc. who worked with Romtec Utilities and DEA on the scope of the project. Irvine Pipeline Company is a construction company based out of Riverside, California.
The owner of this private project was Union Pacific Railroad Company who will also maintain the system. Romtec Utilities provided an onsite advisor to train the staff on the maintenance and operations of the new stormwater pump station.
Romtec Utilities was proud to provide the design and supply of this stormwater pump station at the West Colton facility for UPRR to service the railyard.
